The project's alignment with EDA goals*; The project's alignment with the Governor's goals for recovery**; The degree to which the project serves communities most impacted and distressed by Hurricane Helene; Likelihood of the project's ROI; Overall capacity of the applicant to complete the application and implement the project; The ability of the applicant to reliably complete a high quality project in line with all applicable laws and regulations; and, The likelihood of the project to have match funds.
