Additional detail on uses:
Grant funds can be used to answer questions regarding mitigation necessary for new or renovated structures, environmental risks to a property, and the highest and best use for future redevelopment. Key requirement: property must have been in productive use as the time of Helene and is now idled or comparatively underutilized as a result. Ideal properties for assessment would be sites with environmental concern on-site or nearby. i.e. former industrial property, gas stations, dry cleaners, fill sites, etc. This could be an established concern pre-Helene or environmental impact concerns from the event, such as petroleum tanks, sediment deposition from flooding, etc.
Detail on who is eligible: If a private owner is applying, they need support from their local government.
