Application Criteria:

The application has 2 steps:

  1. Submit sites using the Disaster Assessment & Reporting Tool (DART).  Use the links on the StRAP Disaster Response page to download and use DART.

    • Once the application window for your county begins, use DART in the field or the office to submit information on each stream segment to be included in your application, including site location, description of damage and planned repair, photos, and cost estimate.

    • Each different stream segment/project will be a separate entry in DART.

    • Please note that once a stream segment is submitted in DART, you cannot edit the entry. If corrections need to be made, please resubmit the stream segment as a new entry in DART.

    • Any sites submitted after your county's application window closes will not be considered.

  2. Formsite- Once you have finished submitting all the sites you want to be considered as part of you application, fill out the linked Formsite poll to complete your application.

Additional detail on uses:
The following types of projects are eligible for StRAP funding on streams and waterways damaged by Hurricane Helene:
  • Streambank stabilization
  • Stream debris removal
  • Stream restoration
  • Sediment removal
  • PL-566 Small Watershed structure repair
  • Other types of stream repair projects may be approved on a case-by-case basis.
We will accept applications from eligible organizations in the 39 counties (and Eastern Band of Cherokee Indians) identified by the FEMA disaster declaration for Hurricane Helene. Counties are divided based on total impact, with 70% of funds allocated for High-need counties, 20% for medium-need counties, and 10% of funds for low-need counties.  All high-need counties will have at least 1 organization that is pursuing EWP funding. If no organization is pursuing EWP funding, county will be reclassified as medium-need. Can still be considered high-need if apply for and are denied EWP funding. StRAP will accept applications in a series of application batches. Each county will be eligible to apply during one application window, and each window will be open for 8 weeks. Please use the StRAP website to stay updated on the deadline that applies to your county. Any sites submitted after the deadline has passed for your county will not be considered as part of your application.
Prohibited Uses:
Individual landowners or private citizens are not eligible to apply for StRAP. However, there is no restriction about StRAP-funded work being done on privately owned land, with the landowner’s permission.
